I assume that you think that package managers are already feature-complete and perfect for every need out there. I don't. Debian's APT for instance might gain a few of those new capabilities such as transactional upgrades and roll-backs. APT has improved a lot over the years by adding new features invented elsewhere.
The same is valid for distributions: there are many good ones but they are not perfect. That said, the effort of packaging a lot of software is quite a burden, so it would be nice if Guix explored automatic packaging for GNU software, or something like that.
