The Gentoo council decreed from on high a little while back that separate /usr without an initramfs would always remain a supported configuration, which is kind of like when New Mexico legislated that Pluto was still a planet. Reality need not apply.
The situation with upstream is getting a bit desperate, but forking is a ridiculous move. It only ensures that we'll always be left behind, playing catch up.
