HAVEGE might conceivably produce genuine randomness if it could run on an asychronous cpu (http://en.wikipedia.org/wiki/Asynchronous_circuit#Asynchr...). Otherwise, no. It's just a baroque way to collect randomness from elsewhere - if that.

Well, thank you Captain Obvious.
The question is not about source of randomness (contemporary CPUs are not asyncronous, but contemporary PCs as whole most certainly are asyncronous: memory access is just an obvious example), the question is how much if it is actually retained in the output, if any.
