This sounds essentially the same as: 'There is certainly nothing that forces Bellinger or RTS to make their improvements available unless, of course, there is.'

(IOW, that sentence doesn't add anything and can probably be deleted with no effect.)

That's an astute observation. And I also object, as I so often do, to the suggestion that the GPL might force someone to make his code available. The GPL can't force anyone to do anything. At most, it can tempt RTS to make its improvements available by offering the right to distribute its OS if it does.

(And if RTS has that right anyway, well, so much for temptation).
