Linux development has accelerated to the point that some other OSes don't have enough sparse developer time to keep up. Yelling "wait up" doesn't change that, it just slows Linux down so that other OSes have a better chance of keeping up with it.
Well said. I report a lot of bugs in Linux, and I can certainly say that the ones I report for RHEL are looked at far more often than the ones I report for Fedora. It's certainly no conspiracy, it's a matter of resources.

To your point, I think the larger issue is that Linux has taken the dominant free OS role. The article rightly points out that certain projects are less concerned with portability than others, though with the success of Linux it's going to be hard for others to keep up.
