Isn't it just as likely that windows itself can be compromised to make permanent changes to the boot process?

If Microsoft fails to treat the keys involved in such an attack in the same way that it treats the keys used in a linux-vectored attack, I smell antitrust lawsuit.

Yes, in fact it's probably more likely. But we've got every reason to believe they *will* treat them the same - they've revoked their own signatures (and even keys) before for windows drivers, for example.
