As much as I hate to be that 'well actually' guy, there is some GENIVI code available now. The LayerManager (essentially window manager/compositor/shell framework) has just been opened up, as well as the audio routing framework: http://git.projects.genivi.org

Yes, and there are ITPs for Debian for the genivi parts that are free software but not already in distros (The basic packaging has already been done as this code has been used with Ubuntu Automotive remix as the Genivi demonstration distro for some time)
