I find the 200 million Euro number surprising. That's a hell of a lot of money. I fear this might not be quite as it seems.

The money has been "lost in translation" - or rather it was gained. In Finnish reports they say that the budget for the Sailfish consortium is 200MEUR *over multiple years*. As for current development it is only said that Jolla has enough funds to start development immediately (which is not surprising, as that is what they've been doing all year). Still, there is a sense that at least a few partners are already committed, otherwise announcing this wouldn't make sense, but the ones committed today do not yet total the full 200MEUR.
