The official site is the Council Project:
http://council.openoffice.org/ .

As described in the proposal (
http://council.openoffice.org/CouncilProposal.html ), the Community
Council will be charged with many tasks that directly affect you, the
community. Therefore, we will be working as openly as possible and in
collaboration with the community, which includes both independent
users, contributors, developers as well as Sun developers and managers.

We will be posting public agendas for the community to comment on. The
address of these agendas as well as the meeting dates have yet to be
determined but the community at large will be informed well in
advance. These meetings will also have an IRC component and that
information will also be posted well in advance.
