I think the original quote was that there was some (new to GStreamer) DVB formats that needed support. So the new was not new in the general sense, but new in terms of the level of support GStreamer got for it.
GStreamer has had DVB support for quite some time, with the DVBDaemon being a good example of it used, but of course there are always some local variations and tweaks that needs supporting.

"MPEG2" was in the context of MPEG2-TS, not MPEG-2 video. I think I just said that quite some work has been done and is still being done in that area (i.e. the transport stream demuxer), in particular with regard to DVB support, but not only of course.
