XP is gradually going away so UDF might resurface. More likely it will be exFAT which despite being patent encumbered does work on Windows XP or higher, OS X, etc.
Any plan for a new Linux FS for removeable devices should at least provide BSD-licensed FS code for use in Windows, Mac, etc - otherwise it's unlikely to get anywhere.
