Basic gimpery. Pull in thumbnail, ^a to select all, set a fuzzy brush, set color to white, edit->stroke selection, then stroke with the paintbrush tool.
If we actually knew what we were doing we would script it, of course, but it doesn't take long to do it by hand.

Gimp "Filters" -> "Decor" menu has also "Add border" & "Fuzzy borders" and "Rounded corners" options which can do something similar. I myself prefer latter with smaller than default rounding and larger than default shadow.
