Which upgrades preserved or dropped changes in configuration files in various packages? Considering this factor in the upgrade score, Debian might lose one point or so (since only a fraction of packages' configurations can be preserved by debconf, though a significant and growing fraction), and others would lose three to four points for not having this feature at all, depending on whether they even preserve the old files so one can laboriously hand-merge the changes into the new format.

If you dig a bit deeper than just "Can I upgrade the packages without breaking dependency relationships", you'll find there's quite a bit more variation between distros than is covered here...
