As someone who was at DebConf12, I can assure you that there were many more than 20 people there. The munin instance indicates about 177 people confirmed and showed up at the registration desk. As you can see this was less than most years, but still nothing like the 20 that you claimed, please check your facts in future :)

You are right . But the Debconf attendance has reduced by half since the previous years. Becoz it was in Nicaragua. The thing is if you have CONs at places where no one is going to attend , what is the point? Don't mess around with CONs which already has good attendance like pune, India. Having one FUDcon or DOcon is going to bring the interest down at places like pune.
