You can easily install "Permission Denied" which will do that. But most applications tend to crash when they are refused to do something they think they can.

Someone wrote a permission denied but lie about it system but Cyanogen rejected the patches because they didn't want to completely turn Google and the manufacturers against them.
I bet that you can still find those patches but they may need some tweaking to apply.
Stuff like randomly generating a new system ID on every boot, returning Contact lists with randomly generated nonsense contacts, log files that aren't actually live, filesystems that are virtualized and "precision" GPS that slowly drifts miles away from where you are. That sort of thing.

Yes, that sort of thing would be very useful, and would make your phone belong to you more than to an alien application.

So far, though, I get by surprisingly well by just not installing them. Even without spending money. The only thing I needed was a non-intrusive firewall, and now most apps don't even show ads and I'm now even free to install data grabber apps (location, ID, phone numbers), as long as the collected information stay on the phone.
