I think that's a little harsh, from what I can tell DRI1 was designed in 1998 around OpenGL 1.x, XFree86 3.x and kernel 2.2.x. DRI2 design was started in 2007 after a decade of experience and with much improved underlying technology, in the Kernel, in Xorg and in the design of GPUs.
