There's something scary about that statement coming from people who
attempting to design a large sub-system. It suggests that there has
been too much coding and too little thinking.

I think that's a little harsh, from what I can tell DRI1 was designed in 1998 around OpenGL 1.x, XFree86 3.x and kernel 2.2.x. DRI2 design was started in 2007 after a decade of experience and with much improved underlying technology, in the Kernel, in Xorg and in the design of GPUs.

Compare a modern graphics chip to one from six years ago. Or DX9 to DX10 to DX11. Throwing out crusty old technology is normal for the entire graphics industry. Look at it as a sign of vitality.
