I follow a similar discussion 2 o 3 years ago in debian developer mailing list. I don't remember the conclusion, I wasn't interested in this, but I'd always dream about it as implemented somehow in debian, with some policy in service packages (register init dependencies in postinst) and autogenaring makefile. Now I'm looking for such a package and I can't find it.
