It's saddening that the situation has arisen that it has been felt necessary to take this vote to affirm that which I assumed was implicit about the project.

What made you feel necessary to affirm this motion?
Did people start abusing newbies more then usual on Debian IRC channels or something?

That can actually be a sign of the diversity the statement wants to encourage. (Not necessarily a good sign, though.)

Nothing of the sort.
It is just that, in order to publish anything in the name of the entire project that is not of a strictly technical nature, the Debian constitution requires a GR. Otherwise, either the DPL or the press team would just have issued the very same text as a simple public statement.
The threads to come up with the final version of the text were rather civilized, simple, and moderately sized. Most disagreement was of the sort "but we already do this anyway, do we even need to issue an statement to that effect?"
