You're probably right - the author doesn't actually state which case he believes to be true: no fixes made, or none given back.

Of course if they have made major changes their work amounts to an unmaintained fork, which is more work for them in the long run.

Possibly they might accept the overhead of this in the short term, as a cost of being first to market. But as has been pointed out, if there are improvements, inspection of the source (or eventual contributions from these guys) should allow improvement of the "real" kernel in the slightly longer term.
