From Debian/dpkg. According to the relevant bug in the RPM bug tracker, they copied the behaviour from dpkg, and the commit message says "Add support for dpkg-style sorting of tilde in version/release".
This was more targetted at the people who know it, though, they don't need the context.
The tilde feature is really great.
