I think the online-only documentation is not entirely a good idea -- not everyone is always online, all the time. An option to install a (possibly out-of-date) snapshot locally, and update it when one is online, would be better.
On the other hand, there is little to explain about XFCE -- it works very much like any other desktop. So maybe there's no harm done.

I don't think changed it because they like an online version better. It's a step to invite more contributors to it, as the offline version did not get maintained sufficiently (it was horribly out-of-date and incomplete).

xfce thankfully belongs to the program pool that you do not need a manual for, if you had prior encounters with the "plain desktop and a taskbar" DE concept.

I thought of that too, but a person could save a local copy with wget or Firefox easily enough.
