I always find it hard to form an opinion about things like this without knowing more about the financial position of the potential recipient of the funding. Why can't I find annual accounts for Debian that tell me what their income was, where it came from, and how they spent it? Is money something that is holding Debian back in any significant way?
SPI is on there; the tables are sorted alphabetically.

SPI serves many projects, not just Debian. And Debian's activity outside the US often isn't handled through SPI.

I'm aware of that; the point is that SPI is the entity that is required to file. And you can see the scale of the operation from the filings -- in particular the final income / expense balance.
