Wouldn't time be better spent having Oracle and Google try to merge Dalvik with OpenJDK/Oracle JDK instead?

You mean making Dalvik so slow and memory-hungry that it won't work on phones? No, I don't think that would be a good use of time. Also, such a merged VM would still cost money, and Google does not want to pay.
