Creative Commons themselves published some research showing that no-one using NC (or using works licenced by it) really knows what "non-commercial" means, which is unfortunate when they are trying to reduce friction by creating easily understood licences.

85% said that CC-NC was compatible with their personal definition. No, there wasn't broad agreement on where to draw the line on "monetary gain", but really, to suggest that "no-one really knows" is to misrepresent the findings completely. There are minor disagreements, but almost everyone is more-or-less agrees with what it means. In a large corpus, you'll probably never find closer agreement.
