So, given that glibc has been taken over by a group of people closer to the core of the GNU project than Drepper, will the next step be a switch from the LGPL-2.1 to LGPL-3?

No, the FSF (who owned the copyright before and still do) are not going to change the license terms.

The more interesting possible outcome is a merger of eglibc and glibc.
