Nope. §108 · Limitations on exclusive rights: Reproduction by libraries and archives: yes, libraries have rights to create additional copies in certain circumstances and, as usual, this right comes not from some vague and nebulous idea of “public good”, but from quite explicit permission in the copyright law.

I'm pretty sure Trelane was actually referring to public domain / copyright expriation (that is, "Everybody […] after the limited Times are over" is allowed to make copies), and the mention of a library was beside the point.
