The Python Insider site has

report from the 2012 Python Language Summit, held March 7 in Santa
Clara, California. "
One thing that seemed to have broad agreement
was that shortening the standard library turnaround time would be a good
thing in terms of new contributors. Few people are interested in writing
new features that might not be released for over a year -- it's just not
fun. Even with bug fixes, sometimes the duration can be seen as too long,
to the point where users may end up just fixing our problems from within
their own code if possible."
