According to a local newspaper, the main point is that it will enable a new line of very cheap smartphones, the price point being about just 50€ (65$).

If that's the motivation then Telefonica is pretty crazy. I got two Android phones at <70€ each - incl. shipping - as birthday presents in October. Seems the cheapest now is 72€ (excl. shipping) but I'd be very surprised if Android phones aren't available for ~50€ by the time B2G is ready to sell.
