No, but the changes in the kernel development process makes it easier to backport drivers and functionality. This was not the case in the RHEL3 or RHEL4 era. So while for some functionality the effort might be unsustainable, for a lot of stuff it's being done today.

(Look at the advances the _old_ RHEL5 kernel is still making)

BTW the vast progress and usefulness of the ELRepo project would not have been as easy as it is today in the RHEL3 and RHEL4 era.
