The Linux Foundation has posted videos of the talks given at the 2012 Android
Builders Summit and Embedded
Linux Conference. While most of the talks are up, evidently they are
still working on some of the videos; the remaining talks should appear
shortly.

So, HTML5 and flash video options, with webm and mp4 versions available. The player obfuscates some things, including 'Save Video As...' but the video urls are only two layers deep in the javascript. And there are slide image urls with timings, which is awesome.
So, a reasonable amount of progress toward useful playback on free software. Thanks Linux Foundation. I hope I see CC licensing and subtitles next year!

Next step: FOSS javascript/html5 video player project? Youtube has fullscreen, quality selection, captions and overlays and might be something to aspire to.
