It isn't just general lockout that ms wants. They will be be loss leading to gain market share and they wont want to subsidise android aftermarket installs or lose bing revenue.

They'll be ok with phones and tablets but I'd expect the regulators won't like it if we see pc interface ultraportables with lockouts.. I would hope google points out the anti-competitive behaviour to the regulators anyway - "look! see what the monopolist does! Android phones can be modified by owners (cyanogen), but ms, look where they are going!"
