This looks like enforcing market division to disallow ARM to compete with Intel on the enterprise desktop. The rules allow for companies to replace any pre-installed Windows with one of their own standard customised setups. But they are prevented from doing that to any ARM-based tablets, etc. that they may wish to purchase.
ARM or other OEMs that supply tablets may have an anti-competitive case against MS for this move.

Microsoft Windows percentage in the ARM market is 0%. Microsoft has no dominating position and thus cannot be prevented from doing stuff like this. It's just a small outsider group.
