It does. Windows 8 on arm requires UEFI and ACPI.

So, what if ARM bootloaders provided an option to bypass loading the available UEFI payload, would that comply with this requirement? :P

As I understand it, UEFI calls the bootloader, so no, that's not technically possible ...

It is more likely that the chip's bootloader starts UEFI which then starts the system's bootloader.
Boot loader (chip) => UEFI => Bootloader (System) => Kernel
