A language that at least compiles to machine code should have a smaller impact on CO2 footprint than one in which everything is string. In addition, (unless hard disk is concerned) older hardware should be able to stick to the basic functionalists of a more powerful library leaving much of the code untouched on the disk. But at the end nothing will stop people from demanding newer hardware when they see it on the other side of the fence.
