What about a cooperative security "service" between kernel developers: Alice occasionnally gets an access on Bob's computers and spend some time doing security auditing?
PS: Personnally, I'd favor to complement that with a reward system based on beer/wine bottles.

Most kernel developers are just that: they're developers, not sysadmins, nor security people, so you'd want developers to swap services with sysadmins, not with developers. ("You fix my IO scheduler bug and I'll do a security review of your system")
