the hosting is donated, I don't remember where (it's all documented at kernel.org ;-)
I'm also interested in what has eaten up so much time. I suspect that it's taken days to weeks to just read all the data from original sources to compare it to what they have, but even so it's longer than I would have expected.

As for why it's taking so long, consider how much anybody involved is likely to want to go through this kind of thing twice. A lot of care is being taken to ensure that the restored kernel.org is more secure than it was before.
