I don't know. My daughter has an HP netbook than boots very fast (from ROM?) into a mini-environment (capable enough for web browsing, Skype, simple document editing AFAIU). So placing the OS into ROM isn't too far fetched nowadays. Google's ChromeOS points into that same direction.
