Sorry, I didn't realize the extent that you were picturing using code review...

You're going to hold all code until a qualified reviewer can look at it. Given the endemic shortage of qualified code reviewers, I'm pretty sure the code will be blocked on your site's own reviewers longer than they'll be blocked on some Debian/RedHat maintainer.
