He is not talking about spinning a new SoC. He is talking about a new board/device/platform based on a given SoC or variations of an SoC from a company. This is quite normal in embedded/consumer space. In fact, to save money, component/layout/CPU changes are done to reduce BOM cost on product spins. Fact. Of. Life. in the consumer electronics space.

A spin of a board to reduce the BOM does not sound like "from product conception" to me. I wasn't there to hear the talk but this just sounded like a slightly surprising statement to me.
