I would hope that in the future all Linux desktops use same names for same things. I.e. I really enjoy if I can tell a newbie go to system settings to change your keyboard setting without caring wether they use GNOME, KDE, XFCE, LXDE, or whatever. Or did I miss the point completely? Please forgive me, I'm coffee-undersupplied.

There are some KDE-specific system settings which Gnome doesn't know about.
KDE has a large settings program with small modules, some of whihc can be supplied by individual applications.

Gnome has a collection of independent programs to setup your system.

So you need the KDE thing for some settings, even if you're otherwise running Gnome.
