Also, IMEI spoofing is illegal on most countries. I think illegality applies to the connection of the phone with the towers and not related to the IMEI that the phone provides to the apps, but it is a dangerous zone anyway, and could make CyanogenMod illegal.

A solution for those that really wanted to spook the IMEI would be to install an image over CyanogenMod enabling this feature.

There's not that much point in spoofing the IMEI anyway: it only identifies the phone hardware. Spoofing the IMSI (the SIM identifier) which is linked to the subscripter seems a lot more interesting. The phone number (MSISDN) is not always available on the phone (only from the HLR using the IMSI), but it could be a good idea not to return it at all even if it is.

spoofing the IMEI to an application that has nothing to do with the phone network is not. The app is merely using the IMEI as a convenient unique identifier for infringing the users' privacy and has no legitimate right to it.
