To point out some common misconception: "..we have good SIP server software like Asterisk.." - Asterisk is not usable to run a SIP service on a bigger scale, like a ISP needs, as its more a PBX. The same also is true for Freeswitch. For building scalable, performance and available SIP infrastructures people normally use a SIP proxy or router, something like Kamailio. (Disclaimer: I'm involved in Kamailio development.)
