Anyone checked with government users -- see Terms of Service Process for Free Social Media Products -- to see if contributions written "on the clock" as a govt. employee or contractor are acceptable? A regular copyright license seems to present no difficulties, but the ToS for some user-generated content sites are incompatible. (Yes, it would be nice to have a standard web ToS on the lines of *GPL and CC-*, but that's another story.)
