How can an open source software (or parts of it) be killed... Someone who needs the functionality can fork and maintain it. Yes, it needs resources.

You answer your own question. If nobody who cares about the project is in a position to provide the necessary resources (labour, web presence) to support and distribute the project (while not neglecting their other priorities), it dies. Even if it is FOSS - though a FOSS project is likely to be more resurrectable.
