I'm the lead admin for Gentoo, and we had a great time with our 19 students last year. We're looking forward to another awesome summer for our 6th year in GSoC!
If you want to apply, check out our GSoC website. Please let me know if you have any questions.

We've been in touch with bash upstream about it, so there's communication going on. As for why not, I guess they haven't seen a need for it.

If you're a PHP coder, please consider MediaWiki (I'm the organization's GSoC admin). This will be our sixth year participating in Google Summer of Code, and we have many mentors eager to help new contributors.
