This came up often on debian-legal :) There is an exception to the exception which makes it useless for most distributions: "unless that component itself accompanies the executable". If you're distributing glibc and the application together then the exception does not apply. Most distributions are in this position. The application developers will be able to release their application on their own site but they won't be able to get it into Debian. This is suboptimal.
