That the FSF states some right explicitly doesn't mean they think it's theirs to grant: Their stuff is meant more for the average programmer, who probably doesn't know squat about the nuances of what is and isn't allowed by copyright. Better spell it out, even if for somebody with legal training it is obvious. See some of the explanations in GPL for examples of the above.
