This might be quite accurate, if you do not consider the 'upstream first' commitment.

As acme said earlier on in this thread, if it is not accepted upstream it is not easy at all to get things into RHEL. Get the patches upstream, and the process into RHEL goes smoother.

And that is all about the bits and spreading knowledge to the FOSS communities.
