The way I read it, the author meant that people think Qt and GTK are similar beasts -- and that's not right. Qt offers much, much more that just GTK, with multimedia, xml, threading, process management, SQL, OpenGL abstractions, text layout, webkit, canvas, declarative programming, animations, state machines, xslt, svg and so on.
